A 1GHz G4 with a tuned MPEG-4 codec (3ivx.com rather than Apple/DivX) can almost handle HD playback now (I've done this on my PowerBook - there are only problems in the most complex scenes). If they continue removing QuickTime's legacy cruft (e.g. poorly-tuned scalar colorspace conversion which should have been AltiVec and now can be done entirely on the GPU) it seems quite likely that a MacMini could handle all HD content.

There are a number of benchmark results in <a href="http://episteme.arstechnica.com/eve/ubb.x/a/tpc/f/8300945231/m/312001878631">this recent ArsTechnica forum thread</a>
